High consensus on revised 1992 Constitution

(VOVworld) – The Committee on Drafting Amendments to the 1992 Constitution on Wednesday submitted the revisions to the National Assembly.

Under the draft revisions, the name Socialist Republic of Vietnam is unchanged, but Vietnam’s economy is defined as a multi-sectoral and socialist-oriented market economy with the state economy playing a decisive role.

Many voters opined that the ongoing session of the 13th National Assembly has taken into accounts people’s will and aspirations. Voters agreed that it is necessary to constitutionalize the leading role of the Communist Party of Vietnam. The Party has shown its guiding role throughout Vietnam’s struggles for independence and during national construction and defense. Many voters expressed their concern about land acquisition provisions in the draft revisions. Vu Quoc Bao is a voter from Hai Ba Trung district, Hanoi: "Land acquisition for public security and defense purposes is essential. But for economic purposes, it is necessary to have an agreement on price between land reclaiming agencies and owners to prevent complaints". 

Voters agreed that on major issues, the revised Constitution has high consensus.  

On Wednesday, National Assembly deputies heard reports on the 2013 state budget, a state budget estimate and allocation for 2014, and a report on 3 years of implementation of the national target program for the period 2011-2015. On Wednesday afternoon, the government submitted to the National Assembly plans to issue government bonds from 2014 to 2016.
