Vietnamese law has shown its strictness towards criminals, resolutely and severely punishing those who are masterminds, stubborn opponents, and dangerous offenders, but is lenient and forgiving towards offenders with deep regret or remorse and creating favorable conditions for them to correct their mistakes and become useful for society, he said.
