Party General Secretary To Lam said at the National Assembly’s extraordinary session on Saturday that the goal is not just to remove barriers but to encourage scientific and technological development.

“Whoever succeeds in science will gain big. We must continue to improve the legal system to make it more effective," said Party leader Lam.

Prime Minister Pham Minh Chinh proposed special mechanisms for science and technology infrastructure, as well as improved management and oversight.

There should be incentive policies to attract private investment and global talent in science and technology, including tax, housing, land, visa, and employment incentives, according to Mr. Chinh.
