UNICEF, with its technical assistance, serves as a bridge to help Vietnam access knowledge, experience and international resources with which to implement free medical examination programs and programs to reduce child mortality and malnutrition rates, creating a safer environment for Vietnamese children.

Phong urged the organization to continue to aid Vietnam in carrying out cooperative projects ensuring the rights and interests of children, and improving its communications, laws and investment policies for children.
