The Prime Minister's letter reads: “The recent fire that occurred on Trung Kinh street, Trung Hoa ward, Cau Giay district, was an extremely serious incident, which killed 14 people. Young men Pham Quoc Luat, Nguyen Kim Long, Hoang Anh Tuan, and Dong Van Tuan, unafraid of the danger, climbed a ladder to an upper window of the burning house, used a sledgehammer to smash a wall, and rescued a number of victims from the fire.”

The Prime Minister described their actions as a shining example of the Vietnamese spirit of courage, chivalry, and love.

He asked the Ministry of Public Security, the Hanoi People's Committee, and relevant agencies to adopt appropriate policies and forms of commendation and reward for the men.
