According to Major General Koo Hong-mo, chief of operations of South Korea's Joint Chiefs of Staff, an investigation by the South Korean military found that North Korean troops had planted the mines along a South Korean patrol route in the southern half of the DMZ. Koo said that the move violated the armistice agreement between the two sides and demanded that Pyongyang apologize for planting the landmines and severely punish whoever was responsible. He also warned that South Korea would pay a harsh price for its provocative actions.
