Deputy Minister of Home Affairs Nguyen Duy Thang said Vietnam has been developing an appropriate local administration model for national construction and development so it is vital for Vietnam to exchange experience and learn from other countries. Motonori Tsuno, Chief Representative of the JICA office in Vietnam, said Japan is paying close attention to and wants to assist Vietnam in local authority model development. Participants agreed that in the near future, Vietnam needs to restructure local administrative agencies, specifying their level, duties, and authority with clear distinctions of managing function and organizational structure between urban and rural administration.
