Addressing the event themed "All people learn and strictly abide by the Constitution and law toward the goal of a prosperous people, a strong country, democracy, justice, and civilization", Deputy PM Nguyen Xuan Phuc underlined its importance, saying it will help to increase respect for the Constitution and the law. He said the contest should be organized nationwide adding:

It’s necessary to understand correctly and comprehensively the role and significance of the contest to organize it in accordance with the specific characteristics of each ministry, province, and sector and in line with political assignments. The Ministry of Justice should establish the contest’s organizing boards for ministries, provinces, and sectors. Preparations should also be made to ensure the contest quality and choose qualified entries.

In 2012, the National Assembly passed a law on Law Dissemination and Education which designated that November 11, the inauguration day of the 1946 Constitution, be observed as Vietnam Law Day. The day honors Vietnam’s constitution and laws and encourages the public to obey the law.
