Ocean Dialogue discusses hybrid, grey zone activities

(VOVWORLD) - The 11th Ocean Dialogue, themed “Hybrid Activities: Helping or Hindering Order at Sea”, opened in Hai Phong city on Tuesday. 150 delegates attended in person or via videoconference, including experts from 14 countries.

The event was held by the Diplomatic Academy of Vietnam, the UK Embassy in Vietnam, and the Konrad Adenauer Foundation’s Vietnam Office.

Participants discussed the trend of hybrid activities by many countries, including grey zone activities in the East Sea. They shared viewpoints on hybrid activities and countries’ experience in responding to grey zone activities, and sought policy and legal proposals for managing such activities to ensure order at sea.

Suggesting some initiatives to better manage hybrid activities and effectively respond to grey zone activities, the dialogue said countries should coordinate actions among relevant agencies and improve the ability to identify grey zone challenges and differentiate hybrid activities with legal purposes from grey zone activities with illegal intentions.

Countries and international organizations should perfect a legal framework on hybrid activities. International cooperation is the key to managing hybrid activities, delegates noted.
