Visiting Binh Minh commune, one can see many positive changes in the villagers’ lives. The commune has completed a land rezoning plan for socio-economic and production infrastructure development such as a postoffice equipped with internet-connected computers. Makeshift houses have been rebuilt and concretized. The commune has three hamlets which have been recognized for ensuring social order and security. 12 km of village roads were paved at a cost of 8 billion VND of which the people contributed 3 billion Dong and labor. Many households donated their land for public works and road expansion. Nguyen Van Trinh donated land and 3 million VND to build an inter-village road. "We support the new rural development plan to build roads to make transportation more convenient and the scenery more beautiful. Our children will benefit from the program. Narrow roads have been widened to 3 m." Trinh says.

In addition to building the infrastructure, the authorities have paid attention to cultural activities, healthcare, and education. The people have gotten involved in campaigns for a civilized lifestyle, poverty reduction, and environmental protection. Le Trong Binh, Vice Chairman of the Khoai Chau district People’s Committee, says: "The success is due to the Steering Board and the Communal Management Board’s effective communications so that the people understood the importance of the new rural development plan. They have gotten involved in building roads and have donated land. Binh Minh commune is set to complete the program by the end of this year."
