(VOV) – After the National Target Program on New Rural Development was implemented 2 years ago, the northern province of Ninh Binh has tried all villages will complete programming on new rural areas and by 2015, 25 communes will satisfy new rural norms. To realize this goal, the provincial People’s Committee has defined increased communications one of major tasks to create consensus among local people. VOV reporter gives the details there.

The National Target Program on New Rural Development has become an emulation movement in many places in Ninh Binh province. Apart from implementing infrastructure works at the grass roots levels, communications on new rural building have been enhanced and diversified. These have brought a new face to the province, as Le Ngoc Oanh, Head of the Communications and Training Committee of Hoa Lu District’s Party Organization puts it. Oanh says Communications has created reliability amongst people and encouraged them to implement the development of new rural areas. To date, communes in the province have been completing master plans and developing projects on the issue in accordance with the Party and province’s directions to gain initial results’.

In Ninh Binh, communications have been conducted via mass media, delivering leaflets, and combining the building of new rural areas into meetings of Party, Government, and organizations. Truong Cong Hoa, Chairman of Gia Vien District’s People’s Committee, says awareness about the program should be synchronized from leaders to citizens. He says ‘We have to carry out regular communications so that people can understand what they should do such as donation of land. We should help people know about their responsibilities to join hands in the development process with the state support’.

Phan Tien Dung, Chief of the provincial Communications and Training Department, says over the past year, 2,000 communicators were trained on 19 criteria on new rural program. He notes ‘We learn that communications now should be simple and understandable but concise so that people can remember immediately since they first access communications information. As a result, they will reach consensus more easily’.  

Ninh Binh has set a target that all communes will complete the master-planning for new rural program in this second quarter.
