(VOVWORLD) -  Administrative reform is one of the strategic breakthroughs for socio-economic development. This year, the Government asked for further administrative reform in association with innovation, digital transformation, and socio-economic recovery and development.

Spotlights in administrative reform in 2022 

Administrative reform has contributed remarkably to improving Vietnam’s business environment and better serving businesses and the public, according to the review presented at the 3rd meeting of the Government's Administrative Reform Steering Committee in Hanoi last Friday. Vietnam has simplified more than 1,000 business regulations. More than 11,700 One-Stop-Shops have been set up to handle administrative procedures. 56 out of 63 localities have set up provincial public administrative service centers. All ministries, sectors and localities have put into operation public service portals and electronic one-stop information systems. All essential public services have been made available on the National Public Service Portal.

Administrative reform has created a foundation for socio-economic development and national competitiveness during the 4th Industrial Revolution and globalization. In the Global Innovation Index (GII) report published by the World Intellectual Property Organization in September 2022, Vietnam jumped 32 places from 83rd in 2021 to 51st in 2022, out of 132 economies.

2023: Year of digital data 

The Government will make 2023 a year of digital data. It will build a National Data Center to serve businesses and the public and promote an independent, self-reliant socialist-oriented market economy while integrating into the world deeply, practically and effectively. The Government asks ministries, sectors and localities to build their own databases.

Prime Minister Pham Minh Chinh said: "Accelerating administrative reform will create favorable conditions for people and businesses, reduce civil servants’ workload, prevent negatives and corruption, and cut input costs for businesses. It will also help develop a healthy administrative ecosystem."

The Prime Minister stressed the need to strengthen administrative reform in association with innovation, digital transformation, improving the business investment environment, and enhancing national competitiveness. Efforts should be focused, he said, on institutional reform, cutting administrative procedures, and improving the quality of online public services.

The Ministry of Public Security is urged to coordinate with the Government Office, ministries, sectors and localities to integrate and share data between the National Database on Population, the National Public Service Portal, and the Information System to handle administrative procedures at ministerial and provincial levels. The Prime Minister also asked the Ministry of Information and Communications to accelerate the building of an e-Government.
