Customized mechanisms proposed to ensure Ho Chi Minh City’s sustainable growth

(VOVWORLD) - The Government on Tuesday proposed to the National Assembly customized mechanisms and policies for Ho Chi Minh City. The proposal delegates more power to the city in land planning, construction investment, budget management, and deciding salaries of state employees.

Ho Chi Minh City is a driver of the national economy. After 5 years implementing the Politburo’s resolution on development direction and tasks until 2020, the city achieved an annual GDP growth of 9.6%, 1.6 times higher than the national growth, and per capita income of 5,122 USD, 2.3 times the national average. But the city is facing numerous challenges: traffic, flooding, health care, education, unstable labor, and a booming population.  To address the problems, the government sees the need for better, more specific mechanisms.

Nguyen Thi Mai Hoa is a National Assembly deputy for Dong Thap province: “Ho Chi Minh city should have worked out specific policies a long time ago. It’s a mega city and it needs customized policies to realize its potential. “

Vu Hong Thanh, a NA deputy for Quang Ninh province, offers his view on how to optimize Ho Chi Minh City’s resources: “Ho Chi Minh city has the land and financial resources to boost its growth and pay off its debts. It’s now a matter of using its resources effectively.”

If approved by the National Assembly, the proposed specific mechanisms for Ho Chi Minh City will be piloted for five years.
