Building a national population and citizen identification database was accomplished in a remarkably short time. People in every sector at all level were actively involved. The Vietnamese Party and State are determined to use the database to benefit the public.
Progress in national governance
Vietnam has adopted many policies to encourage science and technology to support sustainable development and integrational integration. The Politburo’s 2012 Resolution on boosting IT application development outlines tasks and priorities for developing IT in administrative management, public services and other areas directly related to businesses or the public.
The Ministry of Public Security has taken drastic steps to build a secure national population database and citizen identification card system. The database, which is connected to the communal level, has collected 100 million personal informations and issued ID numbers. The database can be connected to ministries, sectors, and localities to help build an e-government. It has already changed citizen management from manual to digital and created a foundation for other online administrative services.

Catching up with and surpassing regional advances
The 4th Industrial Revolution has made digital transformation inevitable. A government resolution issued on May 20 creates an action plan for the 13th National Party Congress’s Resolution on building an e-government, a digital government, a digital economy, and a digital society.
The e-government development strategy towards a digital government in the 2021-2025 period, with a vision to 2030, also identifies specific tasks and solutions. It identifies what population, land, and business data is needed to connect and synchronize with the data of other administrative sectors.
It’s an important project, which will have practical, long-term benefits. Vietnam intends to continue applying new technology, encouraging innovation, and generating momentum for growth in order to catch up with regional advances and make its own breakthroughs.
Vietnam plans to mobilize all resources to build a secure digital infrastructure, and enable its people and businesses to access digital resources and contribute to big data. Effective use of data resources will serve administrative and economic development goals, and other urgent work, such as COVID-19 prevention and control.
