It focuses on maintaining replacement-level fertility, reducing gender imbalance at birth, adapting to population ageing, and improving population quality to provide a healthy, intelligent, competitive workforce in the era of global integration.

Deputy Bui Xuan Thong, representing Dong Nai province, said, “In addition to physical and mental strength, cultural literacy, education, and the skills needed to solve real-world problems are extremely important, so we should place stronger emphasis on policies that promote these skills in people of school age. This will be a key factor in improving population quality in the years ahead.”

Once adopted, the Population Law will be a crucial legal foundation for human resource development and a tool for actualizing the Party’s views on human development. The law will address current demographic challenges and set out a vision for the next 10 to 20 years as Vietnam enters a period of rapid population ageing.
