Levy told reporters that during an informal meeting in Brest last week, European foreign ministers agreed on key points regarding Russia's military build-up on the border with Ukraine and Russia's demands for security guarantees.

Europe's position, without ambiguity, is that it is ready to discuss all these issues with Russia with respect for its values and sovereignty, he said.

Earlier, Russia had made some security proposals for Europe, and affirmed its willingness to discuss with NATO ways to prevent the military alliance from extending further to the East or deploying weapons near Russia’s borders.

Russian Ambassador to the Organization for Security and Co-operation in Europe (OSCE) Alexander Lukashevich said at an online briefing on Monday that Moscow does not plan any further discussion at the OSCE of security guarantees.
