Vietnam's top leader calls merger of administrative units inevitable demand for dynamic growth

(VOVWORLD) - Ceremonies were held simultaneously across Vietnam on Monday morning to announce the merger of provincial and communal administrative units, the establishment of Party organizations, and the appointment of Party Committees, People's Councils, People's Committees, and Fatherland Fronts of provinces, cities, communes, wards, and special zones.

Party General Secretary To Lam said at the ceremony in Ho Chi Minh City that the two-tier governance model covering HCM City, Binh Duong, and Ba Ria-Vung Tau province, is not merely an administrative adjustment, but a strategic turning point that stems from the objective and inevitable demands of the people and the nation in the journey to build dynamic growth engines for Vietnam and for the region.

“This new development space has been conceived with a long-term vision, aiming for synchronized, sustainable, and scientifically guided growth. It is an embodiment of strategic thinking and governance innovation designed to better serve the people. This pioneering, breakthrough step in reforming urban administrative structures creates favorable conditions for rapid, robust, and effective development in Vietnam’s most urbanized region,” Party General Secretary To Lam said.

Mr. Lam delivered a message to all Vietnamese citizens and soldiers throughout the nation: “I call on every citizen to compete in innovation, to study, work, and produce actively, creating both material wealth and spiritual value, contributing to Vietnam’s faster, stronger, and more sustainable development. I also urge overseas Vietnamese to remain connected with their roots, to support each other and join hands with those at home in building a strong, prosperous, democratic, equitable, and civilized Vietnam, on a par with our international friends. Vietnam always welcomes its citizens far from home to return and contribute to national development.”

In Hanoi, State President Luong Cuong urged local authorities to focus on leadership and coordination across all levels of Party committees and administrations. He said Hanoi’s 126 new wards and communes must ensure smooth, consistent, and effective operations from the outset, and avoid any disruption to public services or impact on citizens or businesses.

In Hai Phong, Prime Minister Pham Minh Chinh said Monday marked the beginning of a new chapter filled with challenges. He outlined several key priorities to turn Hai Phong into a major economic, commercial, political, cultural, and scientific center while ensuring national defense and security.

“We must build a modern, sustainable, and civilized socialist city; establish globally competitive and diversified economic pillars; develop high-tech industries, innovation ecosystems, and world-class logistics services; build cultural and entertainment industries; and invest in strategic, smart, coordinated infrastructure. These efforts will enable Hai Phong to become a leading maritime and aviation gateway for the country,” State President Luong Cuong said.

In Can Tho city, National Assembly Chairman Tran Thanh Man commended Can Tho, and Hau Giang, and Soc Trang province for their prompt, systematic, and scientific coordination in line with central guidelines.

“We should promptly stabilize organizational structures and reallocate personnel to the new administrative units to ensure a seamless continuity of public services and commitment to serving citizens and enterprises, and expedite the transformation of facilities and equipment to ensure the effective and efficient operation of state agencies and institutions,” National Assembly Chairman Tran Thanh Man said.
