Health Insurance Law revised to achieve universal health insurance

(VOVWORLD) - On Thursday, lawmakers reviewed draft revisions to the Law on Health Insurance, recommending policies to enhance grassroots healthcare by investing in resources, allocating personnel with suitable regimes and policies, and expanding health insurance participation.

Deputies emphasized the importance of improving medical facilities and equipment to promptly meet examination and treatment needs. They also suggested adjusting regulations to enable patients to receive full coverage for medical costs without requiring treatment-line transfer procedures.

Additionally, the strengthened grassroots healthcare is expected to ease the load on higher-level and specialized medical facilities.

Chau Quynh Dao, a National Assembly deputy for Kien Giang province, said that many provisions of the draft Law have been amended in a way that benefits people, such as expanding the beneficiaries of the policy which is paid for or supported by the State.

The deputy cited an example of ethnic minority people living in communes with difficult or extremely difficult conditions, which are no longer in the lists of difficult or extremely difficult cases, to keep being supported by the State budget for health insurance premiums.

Dao said the policy is essential for promoting school healthcare, with 97.8% of students currently covered by health insurance. "I recommend that the State increase budget support to cover at least 50% of health insurance costs for students. This will be a key step toward universal health insurance coverage. Additionally, I propose adding recently poverty-exiting households to the list of those eligible for State health insurance support, with a minimum subsidy of 70%."
