Institutional reform is key to unlocking Vietnam’s growth: PM

(VOVWORLD) - Prime Minister Pham Minh Chinh underscored that building and refining institutions is one of the three strategic breakthroughs, aimed at creating a transparent, enabling legal framework.

He made the remarks at Sunday’s Government meeting to discuss draft laws and resolutions related to the establishment of an international financial center in Vietnam, pilot mechanisms for social housing, and other key issues.

PM Chinh described institutions as both a resource and a driving force for development, stressing that investing in institutional reform means investing in long-term value.

The PM acknowledged that institutional constraints remain the biggest hurdle—“the bottleneck of all bottlenecks”—but also the most solvable. With the right approach, he said, legal challenges can be turned into competitive advantages.

PM Chinh noted that the upcoming National Assembly session, opening May 5, is expected to deliberate and pass a record number of draft laws and resolutions focused on streamlining the state apparatus, advancing socio-economic growth, and improving people’s lives.
