Noda’s speech at an extraordinary parliamentary session on Monday responded to an opposition request that he dissolve the lower house and hold an early election. Noda called for cooperation among opposition parties to allow the government to issue bonds – a vital measure to avoid budget depletion by the end of November. The Prime Minister did not mention lower house dissolution in his speech despite pressure from the opposition which has been consolidating its domination of the upper house.
