In his opening speech, Chairman Hung extended his best wishes to the Laotian Party, State and NA leaders, saying that he felt honored to speak before the Laotian NA. He said the ties of traditional friendship, solidarity and comprehensive cooperation between the two nations have strengthened and developed in various fields over the years. He added that Vietnam and Laos had supported each other in their revolutions for national liberation and shared the same path to development. Hung stressed: "Vietnam and Laos have long enjoyed a trusting relationship nurtured by late President Ho Chi Minh and former Laotian Presidents Suphanuvong and Kaysone Phomvihan. This relationship is seen as the decisive factor behind both countries’ successes and an invaluable asset to be handed over to future generations".

Hung added that improved relations in politics, national defence and security, external affairs, education and training, economics and trade have created a firm foundation for long--term cooperation between the two nations. The close relationship between the two NAs has contributed greatly to the successful organizing of important international conferences and parliamentary forums. Chairman Hung: "In this new phase of development, it is essential to boost relations between Vietnam and Laos further for the benefits of both peoples. This is not only a responsibility for the leaders of both countries but is also crucial for the success of national development and international integration. I believe that with our long history and traditions, the friendship between Vietnam and Laos will last forever".
