The National Assembly will conduct votes of confidence on 49 positions including NA Chairperson, Vice Chairpersons, President and Deputy President, Prime Minister and Deputy Prime Ministers, and Ministers. The NA Ethnic Council and the NA committees already holds votes of confidence for its Vice presidents, Vice heads, and other members of the NA Standing Committee, a total of 380 positions.
Deputies agreed to conduct votes of confidence annually using closed voting. Tran Dinh Nha, a deputy from Thua Thien Hue province, says: “Votes of confidence should have two categories - confidence and no-confidence. Currently, we propose to have 4 levels including high, average, and low confidence, plus no idea. What is the different between low confidence and no-confidence? Persons with a low confidence should be voted out if they don’t resign. If I receive a vote of low confidence, I’ll resign.”
In the morning, the NA listened to the draft revision of the 1992 Constitution and a draft law on collecting public opinion on the revised Constitution. They debated draft laws on Land, Local Mediation, and Anti-terrorism issues. The draft Land Law will have supplements on land prices, and compensation based on the price set by the government in accordance with the market price to minimize the number of petitions related to compensation. The draft law on Anti-terrorism compiled by the Ministry of Public Security will also seek more opinion.
