National Assembly concludes discussions of constitutional revision

(VOVworld) – National Assembly deputies on Tuesday concluded their discussion of revisions to the 1992 Constitution. National Assembly Vice Chairman Uong Chu Luu said the deputies’ comments will be sent to the committee that drafted the revisions and the other relevant agencies for further research and finalization. The draft revisions will then be submitted to the National Assembly for approval at its next session.

At Tuesday’s afternoon session, the deputies agreed that the constitution should clarify the rights and responsibilities of the National Assembly and its agencies, the government, local administrations, as well as the role and functions of People’s Courts and People’s Inspectorates. Deputy Nguyen Duc Hien from Nghe An province talked about the regulations regarding Vietnamese living abroad: “There should be more state policies encouraging overseas Vietnamese to invest in the homeland. If this is made clear in the Constitution, overseas Vietnamese will feel more encouraged to further contribute to the nation’s development.”

Vice Chairman Uong Chu Luu commented on the conclusion to discussions regarding constitutional revision: “Most deputies agreed on the constitutional revision report, especially concerning fundamental issues regarding the political regime, the economy, culture, national defense and security. The majority seconded the national name of the Socialist Republic of Vietnam as a state of the people, by the people and for the people. The majority agreed on the leadership role of the Communist Party in the state and society. They reiterated the socialist oriented market economy while still holding different opinions on the role of economic sectors. The National Assembly confirmed that land belongs to all the people and should be centrally managed by the state. Deputies still have different views on local government issues.”

Following this session, consultation letters will be sent to every deputy so that they can have another chance to comment on the constitutional revisions. As a result, another draft amendment to the constitution regarding improved quality will be submitted to the 6th session of the National Assembly for approval.

Most voters praised the straightforward discussions of the constitutional revisions over the past 2 days. Voter Tran Hong Ngoc from Hanoi said: “It’s good to see a thorough discussion by the deputies on constitutional issues as this is the fundamental law guiding national development. Voters wish to have a comprehensive constitution which will facilitate national development.”

On Wednesday, deputies will review the implementation of the law on practicing thrift as well as the legislative program for next year.
