(VOVworld)- National Assembly deputies to the 5th session of the 13th National Assembly continued discussing constitutional revisions today. They agreed with reports on changes on the nature of the regime, regulations concerning economics, culture, society and national security. The deputies discussed the stipulation of functions, position and role of People’s Council, and People’s Committee in the Constitution. With regards to stipulation on Constitutional Council and Electoral Council, Nguyen Viet Nhien, a deputy from Hai Phong says: Reality in Vietnam shows that National Assembly’s agencies are assigned to ensure and protect the Constitution. However, the inspection and supervision mechanism and dealing with Constitutional violation remains ineffective. So, it is necessary to establish a Constitutional Council as an independent agency to help the National Assembly to evaluate the legal and constitutional status of legally binding documents issued by central and local agencies. In order to ensure that the Constitutional Council strengthen its position, I propose to give the Council such strong tools as the jurisdiction rights to legal documents and protecting citizens’ fundamental rights. The Constitutional Council must operate on a regular basis and be composed of representatives of state institutions and experienced legal experts”.

The same day, the deputies proposed to keep Article 10 in the Constitution which stipulates Vietnam trade union. Bui Van Phuong, a deputy from Ninh Binh province, says: The 1980 Constitution had a separate article on trade union organization and this was affirmed in the 1992 Constitution and the revised 2001 Constitution. No problems have been reported in implementing this article. Moreover, Vietnam is in the industrialization and modernization process and as a result, the working class will account for a majority in the class structure, therefore maintaining Article 10 is in line with national development”.
