(VOVWORLD) - The Party Committee of the National Assembly and the National Assembly Standing Committee on Saturday convened a symposium titled “Digital Literacy for All - E-Parliament: Digital Knowledge and Skills Framework for a Modern Legislature.”

The event drew more than 6,000 participants who attended in person at the National Assembly Building in Hanoi and online from 33 cities and provinces and 14 State Audit offices across the country.
Party General Secretary To Lam attended and delivered a keynote address. Prime Minister Pham Minh Chinh was also present, while National Assembly Chairman Tran Thanh Man chaired the event.

In his opening remarks, Chairman Tran Thanh Man said the symposium aims to provide knowledge and skills and raise awareness and action on digital transformation among National Assembly deputies, staff, and civil servants. He said the Standing Committee on Science, Technology, and Environment has led the development of a digital knowledge and skills framework in coordination with relevant agencies and experts.

"The content has been carefully prepared, thoroughly reviewed, and fully complies with State regulations to support professional training and development, ensuring right knowledge is delivered to the right people suited to their positions," said Mr. Man.
At a recent meeting of the Politburo with the National Assembly Party Committee, Party General Secretary To Lam stressed that drafting laws and making decisions on critical national issues in the National Assembly must be conducted democratically, transparently, and with broad discussion so that citizens can understand and contribute to the lawmaking process.
Speaking at the symposium, General Secretary To Lam urged the Party Committee of the National Assembly and relevant agencies to promptly issue the official digital knowledge and skills framework, along with manuals and lecture materials at the end of the discussion.
Looking ahead, to advance digital literacy for the public and integrate science and technology into the country’s development process, General Secretary To Lam outlined key tasks for the entire political system to carry out with determination including completing the legal framework for digital transformation in social life and ensuring a robust digital infrastructure.
He stressed that data must be accurate, comprehensive, clean, and up to date. At the same time, human resources must be properly trained and equipped with the necessary knowledge. He emphasized the need for a professional and specialized workforce to drive digital transformation and underscored the importance of developing and nurturing human capital.
Finally, he called for adequate budget allocation to ensure the system operates effectively, can be maintained over time, and is regularly upgraded—warning that as science and technology evolve rapidly, any pause in progress risks falling behind.
