The Council believes Libyans will understand the necessity of postponing, said the council in a statement. Martin Kobler, Head of the UN Support Mission in Libya, urged the Presidential Council to adhere to its new deadline to ensure an expedited National Accord Government. Libya’s rival political parties signed a UN-brokered agreement on December 17, 2015, in Morocco, but the agreement was rejected by hardliners from both rival parliaments. According to the agreement, the new government has to be formed prior to January 17th, 2016.
