The US accused Russia of blocking a resolution on human rights and the Ukraine crisis while Russia, in turn, accused the US of stalling talks on allowing rebels to safely leave the Syrian city of Aleppo, which  the Syrian government forces are on their way to take control of. Russian Foreign Minister Sergei Lavrov criticized Ukraine for rejecting direct negotiations with representatives from Donbass region, eastern Ukraine, on prisoner exchange.

Though failing to release a joint statement, OSCE foreign ministers were unanimous on the fight against the Islamic State.
