At the talks themed "Farmers are the center in developing agriculture and the rural economy and building green, sustainable new rural areas," the Prime Minister urged all parties to evaluate what has been done in an overall, objective, and comprehensive manner. He welcomed proposals on directions and tasks to realize the goal of "modern countryside, civilized farmers, ecological agriculture", and intellectualizing farmers.

The Prime Minister also requested a substantive dialogue with opinions going straight to the point and problems so as to resolve them. After the dialogue, there must be progress, he said, adding that the last thing is to turn out specific outcomes, make money, produce rice, and build roads to change the countryside.

Attending the talks connected online to 63 provinces and cities were leaders of ministries, the Vietnam Farmers' Union and more than 70 delegates, representing 10.2 million farmers' association members across the country.

Replying to Tran Thi Lanh, Director of Quang Lanh Agricultural Production and Business Cooperative of Thai Binh province, about measures to promote cooperative economic development, Prime Minister Chinh said that the State has adopted policies for farmers to set up their alliance to create value chains and diversify market. But like in all other policies, farmers must still play the main role in policy implementation, on the basis of voluntariness and harmony of interest, he said.

"Localities must organize, while farming households must voluntarily work with each other and make contribution in the spirit of harmonizing benefits and sharing risks, and must voluntarily cooperate with each other for healthy competition."

Asked about solutions for farmers to mortgage assets to be formed in the future, the Prime Minister affirmed that the government has asked the People's Committees of provinces and centrally run cities to strengthen guidance and remove difficulties for farmers, flexibly handle capital access for farmers, strengthen mortgaging assets to be formed in the future, based on objective and accurate assessment of the qualities of Vietnamese farmers which are honesty and diligence.

To conclude the talks, Prime Minister Chinh emphasized the role and position of agriculture, rural areas, and farmers in national development as agricultural GDP growth this year was estimated at 3.83%, the highest in recent years.

He stressed the need to raise farmers' awareness of developing large commodity agriculture, smart, clean and safe agriculture, applying scientific and technological achievements, actively integrating in the world, and adapting to climate change.

Chairman of the Vietnam Farmers' Union Luong Quoc Doan said that 2,000 questions and recommendations from farmers nationwide were collected and forwarded to the Prime Minister.

They focused on 6 main topics: Action program to implement the vision to 2045 on agriculture, farmers, and rural areas; Solutions to support farmers when participating in the Project of 1 million hectares of high quality rice, reducing emissions in the Mekong Delta; Digital transformation in the agricultural sector; Planning and building sustainable production and consumption chains of agricultural products; Solutions to protect the environment and prevent rural environmental pollution; Creating jobs for rural workers after moving to the industrial and service sectors.
