Statement of the 9th Plenum of the 11th Party Central Committee

(VOVworld)- The 11th Party Central Committee held its 9th plenum in Hanoi from May 8 to May 14. The delegates reviewed the implementation of the Party resolution on building an advanced Vietnamese culture embracing with national identity and discussed draft documents of the 12th National Party Congress, orientations for Party congresses at various levels to prepare for 12th National Party Congress, the Party's election regulations, the vote of confidence according to the resolution issued at the 11th Party Central Committee's 4th session on Party building and the pilot implementation of not organizing the People’s Councils at district and communal levels.
The Party Central Committee noted achievements in culture and cultural ideology after 15 years of implementing the Resolution issued at the 8th Party Central Committee's 5th session on culture. Culture’s role has been reflected and several cultural values have been promoted. Arts and literature continue to develop and several achievements have been recorded in education, training, science and technology. People’s general knowledge, educational level and technical skills have been improved. The People's right to freedom of belief and religion and religious practices have been ensured. The Party Central Committee issued a Resolution on the developing and promoting Vietnamese culture and people to match the country’s sustainable development requirements.

The Party Central Committee agreed that preparing documents for the 12th Party Congress was an important step. The Party Central Committee outlined major issues, motto, and the structure of reports of the 12th Party Congress. They reviewed the implementation of major guidelines and resolutions of the 11th Party Central Committee and the possibility for Vietnam to become a modern industrial country by 2020.

The Party Central Committee discussed and adopted the Party’s Election Regulations and decided to continue the Party resolution on urgent issues in Party building to collect votes of confidence on leaders of Party Committees, Party and State organizations, Fatherland Front and social organizations. The Party Central Committee listened to a report of the Government’s Committee for Party Affairs on the pilot implementation of not organizing People’s Councils at district and ward levels. He asked the government to seriously respond to the Party Central Committee’s opinions and fine-tune the plan to submit to the National Assembly for consideration and approval.

The statement said the Party Central Committee closely followed the situation and updated reports by relevant agencies on Vietnam’s solutions to oppose and demand China to halt the placement of its oil rig Haiyang 981 on Vietnam’s exclusive economic zone and continental shelf. The Committee said the Vietnamese Party, people and army are united in defending national independence, sovereignty and territorial integrity and solving disputes through peaceful means on the basis of international law including the 1982 UN Convention on the Law of the Sea, the Declaration on the Conduct of Parties in the East Sea and agreements signed between Vietnamese and Chinese leaders as well as maintain peace and stability to develop the country. 

The Party leader stressed that the 9th plenum of the 11th Party Central Committee was a success, underlying major tasks of the Committee until the end of its tenure. Trong said despite a number of socio-economic achievements, some of the targets set at the 11th National Party Congress were still unachievable. He pointed out weaknesses and shortcomings in Party building, the implementation of Party resolutions, and the fight against corruption. In face of the complicated situation in the East Sea, Trong urged the Party, people and army to stay on high alert and strengthen unity to defend national independence, sovereignty and territorial integrity and maintain law and order to enhance national development.
