Ukrainian Prime Minister Arseniy Yatsenyuk (2-R) and EU Council President Herman Van Rompuy (R) exchange documents during the signing ceremony of political provisions of the Association Agreement with Ukraine at EU council headquaters in Brussels, Belgium, on March 21, 2014

The statement was released one day after the EU, Ukraine, and Russia failed to reach an agreement after a tripartite negotiation in Brussels related to the Ukraine–EU Association Agreement, which is scheduled to take effect from January 1, 2016. Ukraine has requested another consultation with Russia to express its willing to dismantle barriers, which Russia said to hinder its economic growth.
