(VOVWORLD) - National Assembly deputies on Thursday discussed in groups the Project to establish the centrally-run Hue City and the National Assembly’s draft Resolution on the organization of an urban government in Hai Phong City.

General Secretary To Lam said that the organization of an urban government in Hai Phong City is a major issue. The Party Central Committee aims to streamline the apparatus to ensure effectiveness and efficiency.

Holding that investing in the city means investing in the growth pole of the region, he pointed to the need to design special mechanisms and policies for the locality.
However, he also reminded Hue to ensure harmony in development of rural and urban areas, while overcoming difficulties in the process to meet the criteria of a centrally-run city.
Regarding the organization of the urban government of Hai Phong, Mr. Lam clarified the need to ensure that it is streamlined and effective.
Streamlining the apparatus is a task that must be carried out at all levels with the central level taking the lead, he stated, stressing that development cannot be achieved without a streamlined system.
National Assembly deputies agreed that Hue City is qualified to become a city under the Central Government, but there are still some issues concerning planning, population, socio-economic development, and culture need to be addressed to enable Hue to promote its leading role.

Vietnam has 5 centrally-run cities, including Hanoi, Hai Phong, Da Nang, Ho Chi Minh City, and Can Tho.
