13th National Party Congress strengthens internal unity

(VOVWORLD) -  In a recent article titled “Making preparations for and successfully organizing the 13th National Party Congress to bring the country into a new development period”, Party General Secretary and President Nguyen Phu Trong said the Congress will strengthen the Party’s unity and consensus in ideology and actions. He said building and strengthening the great unity bloc must be a regular work of the Party, particularly ahead of a Party Congress.

Prior to the 3rd National Party Congress, on April 3, 1960, Nhan Dan (People’s) daily newspaper published President Ho Chi Minh’s article titled “A way to discuss draft Party rules”. The article said: “The Congress affects the revolutionary future of our Party and people. The Congress will strengthen our Party’s unity and consensus in ideology and action. Therefore, we need to discuss thoroughly all the issues and contribute our opinions to make the Congress successful.”

Associate Professor, Doctor Nguyen Minh Tuan, Director of the Institute of Party Building of the Ho Chi Minh National Academy of Politics, says President Ho Chi Minh’s teaching pointed out the need of strengthened Party unity and consensus after each Congress.

“This is a lesson about Party building that President Ho Chi Minh promulgated: “Unity, unity, great unity. Success, success, great success”. Whenever a Party Congress is held, we review the Party’s performance and identify future tasks. We need to be frank, look at the truth, disclose the truth, and tell the truth about the causes and solutions of every problem. The Party Congress should be an occasion to strengthen and promote unity," said Tuan.

President Ho Chi Minh wrote, “We must promote democracy, allowing all Party members to express their opinions and contribute to the preparation and organization of the Party Congress.”

His instructions for Party Congress discussions serve as fundamental principles of Party building that aim to improve the morality of Party members, unite and strengthen Party organizations, and enable the fulfillment of assigned tasks. Professor, Doctor Do Quang Hung of Hanoi National University said each Party official and member needs to promote discussions to reach consensus in Party documents and Party building and rectification and fight against corruption, negativism, and signs of moral degradation.

“The issues that the Party General Secretary mentioned concern the consensus on guidelines in Party documents. While every Party Congress is important, the 13th Congress is of particular importance because we are now in a transition period of national renewal. In his article, Party leader and President Nguyen Phu Trong creates public trust by highlighting the Party’s political determination, which will be a decisive factor in the success of the upcoming Party Congress,” said Hung.

Party unity must be reflected in personnel selection. It’s important to evaluate cadres accurately and put the right people in the right positions, matching their qualifications, strength, ability, experience, and prospects. It’s of particular importance to ensure transparency, equality, democracy, objectivity, and justice in selecting cadres. Heads of Party organizations must be righteous, selfless, and frank.

Nguyen Thanh Binh, Deputy Director of the Department of Organization and Regulations of the Party Central Committee’s Organization Commission, said: "We need to be more serious in personnel preparation for the Party Congress because it’s an important step. We need to take all the preparation steps in line with regulations, democracy, equality, objectivity, and transparency to ensure that the people elected to Party Committees are qualified. We must be resolute in sorting out anyone with poor qualifications or prestige.”

The article says that ensuring principles, procedures, objectivity, and selflessness in selecting moral, talented, and prestigious people for the Party Committees will strengthen unity within the Party. Consensus in Party documents and resolutions will create unity in actions and contribute to Party solidarity.
