Building a dynamic, complete, effective government

(VOVworld) – The revised Law on the Organization of the Government has been discussed at the 8th session of the 13th National Assembly. The revised Law aims to create a legal basis for building a competent government to steer the nation toward industrialization, modernization, and international integration.

The revised Law on the Organization of the Government has adopted supplements to the Government’s function as the highest executive agency. The revised Law specifies the tasks and rights of the Government, Prime Minister, Ministers, and Heads of ministerial agencies in developing policies and mechanisms at the macro level. The revised Law stipulates the people’s oversight of the Government and the Government’s responsibility to the people.

Ensure the government’s active and innovative management

Minister of Home Affairs Nguyen Thai Binh said revision of the Law on the Organization of the Government aims to fine tune the leadership mechanisms of the Government and the Prime Minister to promote proactiveness, creativity, and dynamism in dealing with national issues and in line with the 2013 Constitution. National Assembly Law Committee Chairman Phan Trung Ly said: “In the globalization and integration process, the Government must develop suitable policies and mechanisms to promote the people’s capacity and creativity and build a complete and effective administrative apparatus.”

Elevate the role of the Prime Minister and Ministers

The revised Law on the Organization of the Government specifies the tasks and rights of the Prime Minister matching the 2013 Constitution. He steers the government, formulates and develops policies and institutions, makes decisions and takes responsibility for all activities of the Government and the administrative system. The revised Law also focuses on the Prime Minister’s responsibility to report important events to the people. Mr. Ly said: “The National Assembly’s Law Committee suggests the revised Law formulate a mechanism to realize the Constitution’s regulation that the Head of the Government must inform the people of important issues that the Government has to handle.”

The revised Law mandates Ministers and Heads of ministerial level agencies to assume state management responsibility within their sector. The regulation aims to prevent passing problems from one ministry to another or to a higher level. Minister of Home Affairs Nguyen Thai Binh said: “The revised Law says Ministers and Heads of ministerial level agencies have to actively and effectively get involved in the government’s activities and take responsibility for the tasks assigned to their sector”.

The revision of the Law on the Organization of the Government aims to reform the government’s organization and performance to meet national development.
