Prime Minister Nguyen Xuan Phuc highlights the Politburo’s astuteness in launching the Dien Bien Phu campaign in early December, 1953, and the importance of the Dien Bien Phu victory. He outlines four key tasks to accomplish the goals set for national construction and defence.

Victory of patriotism

Prime Minister Phuc describes the victory of the Dien Bien Phu campaign as a victory of patriotism and the staunchness of the Vietnamese nation, a victory of the Party’s proper and creative war policy, the power of national unity, the solidarity among Vietnamese, Lao and Cambodian armies and peoples, and the support of international friends.

It proved that a small, poor country, led by a true Marxist-Leninist Party, with the right political and military policies, great national unity, and international support, could defeat a much stronger foe.

The spirit of the triumphant victory had been upheld and promoted in the national resistant war against the American army to liberate the south and reunite the country and national defence, renewal, and global integration.

Vietnam persists on protecting national independence and socialism

With the Dien Bien Phu spirit, Prime Minister Phuc sets out 4 tasks for fast and sustainable national development. The first is to persistently pursue the goal of national independence and socialism and effectively carry out the Party’s comprehensive and concerted reform policy. Mr. Phuc says it’s a primary task for successful national construction and defense in the new period. Amidst global complications, and hostile forces’ and reactionaries’ schemes to sabotage Vietnam’s revolution, Vietnam has to persist toward its goal of national independence, socialism, Marxism, Leninism, Ho Chi Minh’s Thoughts, and Party leadership.

Vietnam has to strictly and effectively implement the Party’s guideline on comprehensive reform which deems economic development and party building the core tasks, and cultural development the social foundation. Socio-economic development is coordinated with national defense and external affairs. PM Phuc underscores targets and strategic principles with the supreme goals of protecting independence, sovereignty, national unity, territorial integrity, and national interests.

He calls for steadily improving the efficiency of the political system, promoting great national unity, and inspiring the spirit of the Vietnamese people – the urgent and strategic tasks of Vietnam’s revolution.

Vietnam must consistently implement the Party’s external guidelines of independence, self-reliance, peace, friendly relations, cooperation, development, multilateralization, diversification, international integration, and being a reliable and responsible member of the international community. Vietnam will take advantage of resources and the support of the international community to create a peaceful environment and favourable conditions for national construction and defense.

Mr Phuc highlights the need to build an accountable government and administrative system to meet the requirements of socio-economic development and integration, and offer favourable conditions for people and businesses to reform, innovate, and do business.

Long vision for national defense

The Prime Minister says Vietnam should focus on building a strong and modern defense system and ensure security at strategic sites, border areas, and islands as a core task of the political system, Party, and people. Vietnam should expand international relations and actively get involved in the UN’s peacekeeping activities.

PM Phuc says Vietnam should continue to build a strong people’s army which is reliable and completely loyal to the nation, the Party, the State, and the people.

The PM says the 65th anniversary of the Dien Bien Phu victory inspires national patriotism and pride and reinforces the determination of the Vietnamese Party and people to succeed in national renewal, integration, and development.
