Digital government – key to build digital economy, digital citizenship, digital society

(VOVWORLD) - In January the government approved a project to develop a national database on population, e-authentication and identification for national digital transformation in the 2022-2025 period with a vision to 2030. The project marks a milestone in the process of building and developing a digital government, a digital economy, digital citizenship, and a digital society.

The government project set goals of using population data to carry out administrative procedures and online public services, drive socio-economic development, promote digital citizenship, and build the ecosystem. Population data will also be used to serve government management at all levels. A number of platforms have already been established.

Basic achievements 

After a year of implementation, the project has achieved good results. Awareness of national digital transformation has grown everywhere, particularly among leaders. 

48 of 63 provinces and cities have established an Intelligent Operation Center (IOC). The Ministry of Information and Communications has coordinated with ministries and sectors to create 50 digital platforms for the digital government, the digital economy and the digital society. All 63 localities have been told to deploy at least 1 digital platform. The national database has been set up to support online public services which have been widely deployed. Much attention has been paid to ensuring information security. 

Vietnam has promoted electronic tax payment, electronic invoices, e-commerce, and non-cash payment as part of the efforts to build a digital economy and a digital society.

These achievements are encouraging Vietnam to further strengthen digital transformation in the coming time. At a conference to review the 1st year of the project last week, Prime Minister Pham Minh Chinh said national digital transformation requires great determination and efforts and a transformation of mindset, perception and action. 

"Digital transformation is a new, difficult, complex and sensitive issue which requires us to learn from others’ experience and creatively apply it to Vietnam’s situation. We need a breakthrough, strategic vision, self-reliance, solidarity, and creativity. Digital transformation should be implemented continuously at all levels, in all localities by mobilizing the entire political system. Digital government is the key to building a digital economy, digital citizenship, and a digital society." said Prime Minister Pham Minh Chinh. 

Building a people-centered national database 

In the process of developing a digital government, it’s important to fine-tune institutions, mechanisms and policies to create a legal corridor for national digital transformation and at the same time accelerate the building of a national database, which plays an important role in creating a general national information system and helps researchers, policy makers, and citizens get information quickly.

The Prime Minister said connecting and exploiting data is key to digital transformation, so it’s important to build a national database centering on the people and engaging people. 

The Prime Minister said:  "2023 is the year of data. So we definitely have to build a national data center in 2023. This is a national property. We need to ensure information security and citizens' rights according to the Constitution and the law."

Vietnam needs to focus on essential public services, working protocols, digitizing records, carrying out administrative procedures online, and connecting online public services with the National Public Service Portal.
