(VOVWORLD) - The Government’s Party Congress for the 2025-2030 term affirmed its vision, mission, and determination to carry out comprehensive reform to advance Vietnam into a new era. The Congress, taking place on Sunday and Monday, marks a new stage in realizing Vietnam’s national development aspiration to rapidly and sustainably industrialize, modernize, and integrate globally under the guiding motto: “Unity and Discipline – Democracy and Innovation – Breakthrough and Development – Close to the People, for the People.”

During its 2020-2025 tenure, the Government Party Committee focused on three strategic breakthroughs, six key tasks, and twelve major policy groups, gaining accomplishments across the board.
A historic milestone in building a government for the people
The economy maintained strong growth, with GDP rising from 346 billion USD in 2020 to 510 billion USD in 2025, ranking 32nd globally. Per capita GDP reached 5,000 USD, and inflation held steady at about 4%. Major economic balances were sustained, with trade surpluses maintained for multiple years.
According to Prime Minister Pham Minh Chinh, Secretary of the Government Party Committee, investment and infrastructure saw remarkable progress, with total social investment reaching 33% of GDP. Public investment between 2021 and 2025 increased 55% over the previous term. By the end of this year, Vietnam is expected to have completed more than 3,240 kilometers of expressways and more than 1,700 kilometers of coastal roads, completed Phase 1 of Long Thanh International Airport, expanded other major airports, and improved urban ring roads, metro lines, and digital and energy infrastructure.
Administrative reforms were strongly advanced in this term. The number of ministries and ministerial-level agencies was reduced from 22 to 17, streamlining 145,000 public positions and saving 1.5 billion USD annually in recurrent expenditures. The two-tier local government model is operating effectively.
Social security remained a top priority. The multidimensional poverty rate fell from 4.1% in 2021 to 1.3% in 2025. More than 334,000 substandard houses were rebuilt more than five years ahead of schedule, and 633,000 new social houses were constructed. Health insurance coverage reached 95.2%, and Vietnam’s Happiness Index rose 37 places to 46th globally. Preschool and general education tuition fees were waived or subsidized beginning in the 2025-2026 academic year, integrated schools were established in border communes, and 100,000 engineers were trained in semiconductors and AI.
The Prime Minister said the Government responded promptly and flexibly to emerging challenges, showed exceptional resolve, and proposed game-changing policies, particularly during the COVID-19 pandemic.
In the final two years of the term, the Government implemented historic Party and State decisions to streamline organizational structures, develop a two-tier local administration model, and create breakthroughs in key sectors.
The Prime Minister said: "We have achieved outstanding progress in all areas, laying the groundwork for continued reform and creating momentum for rapid, sustainable growth, inspiring the public and strengthening public trust in the Party and Government."
Mobilizing resources for breakthrough and acceleration
Looking toward the 2025-2030 term, Prime Minister Pham Minh Chinh said the Government Party Committee must pioneer, take action, serve as a center of unity and creativity, and dare to think, act, and take responsibility for the nation and the people.
The Prime Minister said: “This Congress put forward the motto: "Unity and Discipline – Democracy and Innovation – Breakthrough and Development – Close to the People, for the People.’ In this motto ‘Unity and Discipline’ form the foundation, ‘Democracy and Innovation’ define the principles and methods, ‘Breakthrough and Development’ are the goals and requirements, and ‘Close to the People, for the People’ reflects the philosophy that the people are the root of power and the source of strength. With a spirit of ‘The Party leads, the Government acts in unity, the National Assembly accompanies, the People support, the Fatherland expects, and friends assist’, we only discuss ways to move forward, never backward.”
Prime Minister Chinh said the new term will focus on three strategic breakthroughs: improving a coordinated and modern development mechanism; advancing science, technology, innovation, and national digital transformation as the core driving force in promoting the green, digital, and circular economies; and building modern, integrated infrastructure, particularly in transportation, energy, digital infrastructure, and social infrastructure. Vietnam aims to complete 5,000 kilometers of expressways and developing high-speed railways, seaports, and airports of regional-standard by 2030.
Other targets for 2030 include achieving an average annual GDP growth of 10% or more and a per capita GDP of 8,500 USD; and making Vietnam an upper-middle-income, modern industrialized country that ranks among the world’s top 30 economies by GDP size.
