The Government has asked for the Resolution to be promptly and consistently implemented by all ministries, sectors, and localities. 

Creating conditions for production

Many Mekong Delta provinces have now contained the pandemic after more than three months of fighting the virus. More than 200 businesses in Dong Thap province have resumed operation.

Pham Thien Nghia, Chairman of the provincial People’s Committee, says Dong Thap has set up a Committee to address difficulties facing businesses and is working out incentives to help them recover from the pandemic. The province is designing scenarios to recover while adapting to and living with the pandemic, according to Mr. Nghia.

“We have worked out scenarios to recover and develop the economy during the year-end months. The province is creating conditions for businesses to recover their operation,” said Mr. Nghia.

In response to the government resolution, the northern province of Lang Son is facilitating cross-border trade. Senior Lieutenant Colonel Tran Thi Thu Trang of the Lang Son provincial police said: “The national population database has helped us save time, money, and human resources in controlling epidemic-hit areas. In particular, it has reduced direct contact in making health declarations, tracing COVID-19 cases, and updating personal information. Lang Son province is Vietnam’s major export gateway. The database gives us accurate information on drivers.”

The Ministry of Transport will adopt new regulations to facilitate transport, says Deputy Minister of Transport Le Dinh Tho.

“In response to Resolution 128, we have adopted new regulations to facilitate the transport of passengers and cargo while meeting the health regulations. We will likely increase the frequency of road and air transport and gradually reopen following a roadmap,” said Mr. Tho

Ensuring pandemic prevention and control

Tran Van Tuan, Vice Chairman of the southern province of Ba Ria-Vung Tau, says the province is shifting from containing COVID-19 to safely adapting to the pandemic. Ba Ria-Vung Tau has set up a special working team and a task force to help businesses overcome difficulties, adapt to the pandemic, and restore their operation.

Mr. Tuan says 'As we change from fighting the pandemic to adapting to it, we need a task force that will work with the locality to contain outbreaks when any infection is reported. We want to gradually resume production, business, and trade activities to recover our economy while ensuring health safety.”

The central province of Khanh Hoa is flexibly adapting to the pandemic in response to Resolution 128. Dinh Van Thieu, Vice Chairman of the Khanh Hoa provincial People’s Committee, says, “Local people are resuming their normal life after social distancing. We are determined to control the pandemic and restore and develop the economy.”
