Public opinions gathered for Party documents

(VOVWORLD) - Vietnamese people inside and outside Vietnam can contribute ideas to draft documents of the 13th National Congress of the Communist Party of Vietnam from Tuesday. The political drive illustrates democracy at work and promotes the people’s responsibility to contribute to the national policy-making process.

The draft documents cover a number of important, new issues. Associate Professor Doctor Phung Huu Phu, Vice President of the Party’s Central Theoretical Council, said there are new points in the guidelines and targets for Vietnam’s economy, culture, society, national defense, Party building, and identifying strategic breakthroughs.

“New points have been introduced to keep up with global issues. We have accumulated a lot of experience during the last 35 years of national renewal and have learned from the advances and successes of other countries.”

The draft documents assess the 5-year implementation of Resolutions of the 12th National Party Congress, the 10-year implementation of the Platform on National Construction in the period of transition to socialism (revised and supplemented in 2011), and the 30-year implementation of the 1991 Platform.

The draft documents set targets and directions for the next 5 years, the next 10 years, and a vision to 2045 which includes two milestones: the 100th anniversary of the Communist Party of Vietnam in 2030 and the 100th anniversary of Vietnam’s National Day in 2045.

Three strategic breakthroughs of the 11th and 12th National Party Congress will be maintained in the draft documents, with supplements and specifications appropriate to the new development period.

Doctor Dinh Quang Ty, former senior official of the Central Theoretical Council, said: “The 13th National Party Congress will address important milestones of the nation and the Party. Targets must be set for each period from 2021-2025. These will create premises for 2030 and beyond to 2045. We must select our targets carefully.”

Compared to documents of the 12th National Party Congress, the draft documents of the 13th National Party Congress show a progress in the Party’s ideological mindset. Based on the reality of national construction and development, the draft documents cover new points that promote the role of the people. In addition to including a democratic mechanism that lets the people know, discuss, do, and check, the draft documents include two new points: allowing people to oversee and benefit.

There are also these new points: identifying strategic breakthroughs in economics, culture, national defense, security, external affairs, and the building of the Party and political system.

Over the past two years, the Party has carefully prepared the documents for the coming National Party Congress. Collecting public opinions for the draft documents will increase consensus and determination to fulfill the resolutions of the Congress. It confirms the Party stance that the people are the root. If the Party listens to public opinion, the draft documents will benefit from the public’s knowledge and responsibility.
