Vietnam lays firm groundwork for new era of development

(VOVWORLD) - The Government is determined to fulfill its socio-economic targets for 2025 and the 2026-2030 period, said Prime Minister Pham Minh Chinh, presenting the Government’s report at the opening of the last session of the 15th National Assembly on Monday. The Prime Minister said the Government will build on achievements obtained over the past five years despite numerous difficulties and challenges.

Outstanding achievements

Between 2021 and 2025, Vietnam achieved or exceeded 22 of 26 socio-economic targets, surpassing all targets related to social security. GDP in 2025 is projected to grow 8%, making the average growth rate for the 2021–2025 period 6.3%. This is higher than the 6.2% annual growth rate in the previous term.

Science, technology, innovation, and digital transformation have been vigorously advanced, bringing Vietnam’s Global Innovation Index ranking in 2025 to 44th out of 139 countries and territories. Cultural and social policies, welfare programs, and poverty reduction initiatives guided by the principle of “leaving no one behind,” have made notable achievements.

10 Vietnamese cultural heritages have been recognized and inscribed by UNESCO. Vietnam was also elected nearly unanimously to the UN Human Rights Council for the 2026-2028 term.

Prime Minister Pham Minh Chinh said: “The achievements the 2021-2025 period are a source of national pride. Each year has been better than the last. Foreign affairs and international integration have been highlights, with significant progress in economic diplomacy and growing international prestige and standing for Vietnam. These accomplishments have generated momentum for rapid, sustainable development and created a strong foundation for the nation to stride confidently into a new era.”

While acknowledging the achievements, the Prime Minister stressed that, from now until the end of the year, the Government will continue to take strong steps to boost growth above 8%, clear long-standing project bottlenecks, disburse 100% of public investment capital, and effectively manage Vietnam’s new two-tier local governments. Social security programs will be strengthened and all available resources will be mobilized to promptly address the consequences of natural disasters.

Prioritizing growth with macroeconomic stability

Prime Minister Chinh highlighted the priorities of the socio-economic development plan for 2026: “Priority will be given to promoting growth while maintaining macroeconomic stability, controlling inflation, and ensuring major economic balances. We will enhance strategic autonomy, restructure the economy, renew the growth model, and accelerate industrialization, modernization, and urbanization. The administration will be more modern, efficient, and effective. Development institutions will be strengthened to achieve comprehensive modernization. We will make strong breakthroughs in socio-economic infrastructure, improve social welfare, and raise people’s living standards. Greater efforts will be made to  enhance foreign relations and international integration, maintain a peaceful and stable environment, attract development resources, and further consolidate Vietnam’s international reputation and standing.”

The Prime Minister placed special emphasis on developing high-quality human resources, particularly in high-tech and foundational technology sectors such as electronics, semiconductors, artificial intelligence, smart governance, basic sciences, and emerging industries, identifying that as a key driver for rapid, sustainable growth.

Prime Minister Chinh said:  We will promote the study of artificial intelligence in schools, expand national universities and high-quality vocational training institutions, and prepare the workforce for the evolving labor market. The Government aims to rapidly train 100,000 engineers in semiconductors and AI, and implement pioneering research programs focused on 11 strategic and high-tech sectors.

Prime Minister Chinh said international financial centers in Ho Chi Minh City and Da Nang will be put into operation as soon as possible and new-generation free trade zones will be established in several localities to foster innovation and attract investment.

He affirmed that the past term reflected Vietnam’s steadfastness, creativity, and resilience in overcoming challenges. Mr. Chinh expressed confidence that, entering a new term, the strength of great national unity and the spirit of innovation and aspiration for advancement will enable the Government to overcome every challenge, seize every opportunity, and fulfill its goals for 2025 and the 2026-2030 period.
