Respecting the Constitution and law

Vietnam will observe the first Law Day as the 6th session of the 13th National Assembly is discussing the revised 1992 Constitution. Minister of Justice Ha Hung Cuong said: “November 9th was the day Vietnam’s National Assembly adopted the 1st Constitution in 1946. Law Day honors the Constitution and law and reinforces the law-abiding awareness of cadres, state-employees, and the people. In a socialist state governed by law, every day is law day. But November 9th will be a historic day because it is the first celebration of Law Day of Vietnam.”

In 2013, Vietnam’s political and legal life has witnessed an important event - all people contributing opinions on revisions to the 1992 Constitution to serve national industrialization, modernization, and global integration.

The first Law Day, themed All people formulate, comply, and protect the Constitution for the goal of rich people, a strong nation, democracy, equality, and civilization”, is a follow-up event of the national political-legal drive to collect opinions on the revised Constitution.

Building a state governed by law

Vietnam is building a state governed by law with a complete, cohesive, stable, transparent, democratic, and fair legal system. Law Day will be an important event in enhancing the process of building a socialist state governed by law of the people, by the people, and for the people.

Building a state governed by law requires an improvement in public legal awareness. Law will become the best tool to regulate behavior when people voluntarily accept and comply with it.

Law education and dissemination is considered a primary step in law enforcement. Law Day aims to inspire all people to improve their legal awareness and knowledge, comply with the Constitution and law, and protect the law.

Highlighting humanity

Law Day will honor human values and dignity, the sense of self-control and respect for law, and freedom within the law. It will teach a sense of responsibility, civil obligation, and a cultural lifestyle, which are the fundamental conditions for developing the human spirit and dignity. It’s one of the factors needed to ensure the sustainability of laws and rules and people’s legal awareness and behavior. Minister of Justice Ha Hung Cuong again: “In June 2012, the Vietnamese National Assembly adopted the Law on disseminating and educating, which became effective on January 1, 2013. It shows the determination of the Party and State to boost the law-abiding sense of cadres, state employees, and all people in society. The law clearly states that people have the right to be informed of the law and the State and the political system are responsible for providing conditions for the people to exercise this right. The government and the local administration play the key role. The Fatherland Front and political and social organizations also have their roles in this area.

Besides publicizing legal information, Law Day will play an important role in improving the efficiency of law enforcement in a strict, transparent, fair, and united manner.
