The strategy sets out a goal to welcome 18 million international tourists and 130 million domestic tourists by 2025, and maintain an annual growth rate of domestic tourists between 8 and 9%. Vietnam will welcome 35 million foreign visitors and serve 160 million domestic tourists in 2030.

The strategy aims to raise visitors’ understanding of, interest in, passion for, and satisfaction with Vietnam’s tourism and affirm Vietnam as an attractive, high-quality, sustainable destination, even for those willing to pay a lot of money. It targets improving Vietnam's tourism marketing indicators, and its national destination development strategy, its readiness to apply IT in tourism services, its price competition, and its World Economic Forum Tourism Development Capability Index.

The strategy will focus on the core values of Vietnam's tourism and national potential, advantages, cultural identity, cuisine, heritages, passionate people, beautiful scenery, the emotional and spiritual feelings of tourists, and giving them unique and original travel experiences.

Brands and products will be harmonized, linking national tourism with regional tourism. The strategy will promote new types of tourism, such as medical treatment and health care tourism, agricultural and rural tourism, industrial tourism, sports tourism, and diverse services.

From 2022 to 2025 the strategy targets recovering traditional foreign markets and penetrating new markets, including India and the Middle East countries. From 2026 to 2030, it will maintain and expand the scale of traditional market, in northeast Asia, Europe, ASEAN, North America, and Oceania.
