Votes of confidence needed

(VOVworld)- A top public concern at the ongoing fourth session of the 13th National Assembly is how votes of confidence will be conducted for officials elected or appointed by the NA or by People’s Councils. Voters praise the draft resolution saying it plays an important in the personnel work.

Most voters agree that an annual vote of confidence is necessary and that clear procedures for confidence votes, once they are adopted, will make NA operations more effective. Tran Thanh Van, a retiree living in Ngo Quyen district, Hai Phong City, said votes of confidence are important to help the Party and Government make more precise evaluations of the competence of those in power and strengthen high-ranking staff. Mr. Van says the results of votes of confidence should be made public. “I completely support holding votes of confidence. I think all voters have the same opinion. But what voters are most concerned about is how they will be conducted. Regardless of level, the outcomes must be made public”, said Mr. Van.

Voters say dividing into various levels the confidence assessment of an official is reasonable and will help to avoid any confusion between a vote of confidence to measure people’s trust in an official and a no-confidence motion. Nguyen Trong Dung, Chairman of the People’s Council of Ba Dinh District in Hanoi, proposed that people who receive a low-confidence outcome face an immediate no-confidence motion. However, it’s necessary to give them a chance to explain their weaknesses and limitation. “For anyone who receives less than 50% confidence in the first vote, we should carry out a no-confidence motion immediately. This means the outcome of the first vote should be valid right away. However, we should ask them to make a report to give them a chance to explain. This is a way for the party and government to improve high-ranking staff”, said Mr. Dung.

Nguyen Xuan Diep, Vice President of Hanoi’s Fatherland Front, said the board should carefully consider regulations for votes of confidence on such positions as deputy chairman of the Ethnicity Council, or deputy chairmen of various NA committees, because they might hold several official positions at the same time. Diep called for stricter procedures for carrying out a vote of confidence on positions elected or appointed by the NA or People’s Councils. “A procedure for voting on a no-confidence motion is more important than carrying out a vote of confidence. A vote of confidence is an initial step, something like conducting a poll. The procedures for a no-confidence motion should be stricter because they reveal the responsibility of NA deputies for positions they voted in the past”, said Mr. Diep.

The draft resolution on votes of confidence and no-confidence motions is another step toward specifying the Constitution, the Law on National Assembly Organization, and the Law on NA Supervision. It is also a step in implementing the Party resolution on Party building. Voters hope the draft resolution will lead to a more qualified group of high-ranking officials.
