The peace plan put forward by the UN-Arab League joint envoy to Syria, Kofi Annan, seems on the verge of failure, as the government of Syrian President Bashar al- Assad and the opposition fighters are refusing to compromise. Syria's foreign ministry says the army will not withdraw from any cities before envoy Kofi Annan produces a written guarantee, that armed groups will get position themselves in line with the government’s pledge. The commander of the rebel Free Syrian Army, Riad Asaad, said that while his group is ready to abide to a truce, it does not recognize the regime of President Bashar Al Assad and for that reason they will not give any guarantees. Annan on Sunday urged the Syrian government to fully implement its pledges for a cease-fire and condemned the "surge in violence and atrocities." Annan said in a statement issued in Geneva, that the conflict is causing alarming levels of casualties, refugees and displaced persons.
