Azerbaijan declares detailed plans for Armenians in Karabakh

(VOVWORLD) - The Azerbaijani Presidential Administration on Monday published a detailed plan for the reintegration of the Armenian community living in the Karabakh region. The plan covers culture, education, management, security, economics, and social activities.

According to the statement, regardless of ethnic, religious, or linguistic affiliation, everyone is guaranteed equal rights and freedoms, including personal safety. Armenian residents in Karabakh  are guaranteed the right to preserve and develop their own culture.

Issues of management and citizenship in the territories occupied by Armenian residents will be carried out through special representatives of the President of the Republic of Azerbaijan. Under the reintegration plan, municipalities will be formed through elections.

The disarmament and demobilization process is being completed and all weapons are being confiscated from the residents.

The reintegration plan in the economic sector, including tax benefits for businesses that were introduced in the territories under Azerbaijan's control in November 2020, will be extended to Karabakh businessmen.

Farmers will receive subsidies and are exempt from all taxes except a land tax. The national currency of the Republic of Azerbaijan will be introduced into local circulation.
