Mr. Hamacek told reporters that the best way is to establish immigrant sorting centers outside of Europe, adding that those centers should be based in North Africa, where many people have been leaving their homes for Europe due to war and poverty.

In a meeting of EU Interior and Foreign Ministers in Paris on Monday, 14 countries agreed to a plan proposed by France and Germany, to allocate migrants rescued by humanitarian groups at sea across the EU.
