Deputy Prime Minister Pham Binh Minh has agreed to a proposal of the Ministry of Culture, Sports, and Tourism to reopen to foreign tourists in phases. During the first phase, starting in November, five localities will receive foreign visitors who book charter flights or commercial flights and package tours to their selected destinations.

In the second phase starting in January, 2022, other localities can sign up to receive foreign tourists via regular charter flights or commercial flights, depending on their COVID-19 prevention record. Tourists will be allowed to visit multiple destinations after they stay at their first destination (one of the five localities mentioned above) for seven days.

In the third phase, Vietnam will fully reopen to foreign visitors. But the date for that hasn’t been announced yet. It will depend on pandemic developments and the results of the first two phases. Foreigners travelling Vietnam must follow all health protocols recommended by the Ministry of Health and local health officials.
