At a meeting of the UN Security Council, envoy Nickolay Mladenov also called on the Palestinians to resume talks with the so-called Quartet, comprised of the US, Russia, the EU, and the UN.
On Tuesday, the French Foreign Ministry warned that the annexation could damage Israel's relations with the EU.
German Foreign Minister Heiko Maas said he supports a two-state solution and the establishment of a Palestinian State based on the pre-1967 border, with its capital in East Jerusalem.
Palestinian President Mahmoud Abbas said that the annexation by Israel of the West Bank means the end of all security cooperation. Palestinian officials stressed that the annexation will put an end to all hopes for a two-state solution.
