Other targets include an average annual GDP growth rate of 10% or more, and per capita GDP of 8,500 USD by 2030.

During the past tenure, the Government Party Committee focused its leadership and direction on implementing three strategic breakthroughs, six key tasks, and twelve major solution groups in line with the Resolution of the 13th National Party Congress. It worked to build a strong, transparent Party; maintain macroeconomic stability; ensure social welfare; and strengthen defense and security.

In the last two years of the term, the Committee helped the Party and State make historic decisions on streamlining the administrative apparatus, building a two-tier local government model, and issuing key Politburo resolutions to drive development in core sectors.

“The Congress a major political event marking progress toward a transparent, innovative, and action-oriented Government serving the nation and the people. The Government Party Committee serves as a political nucleus leading the operations of the Government, ministries, sectors, and agencies, especially in state management, direction, and administration. It ensures the timely and effective institutionalization and implementation of the Party and State’s guidelines, policies, and decisions, thereby contributing to completing goals and tasks in all fields,” said Secretary of the Government Party Committee and Prime Minister Pham Minh Chinh.

The Congress identified 10 key tasks and solutions focused on rapidly improving development mechanisms, unlocking production potential, mobilizing resources, and creating new growth drivers. It aims to establish a new growth model, restructure the economy, and accelerate industrialization and modernization, with science, technology, innovation, and digital transformation as the main engines of growth.
