According to its action program on tourism development until 2020 with a vision to 2030, Hai Phong hopes to receive 8 million tourists and earn 154 million USD. The city has invested a new wharf and developed Cat Ba island into a national attraction using smart, environmentally-friendly ecotourism models.

By 2025, it is hoped the Ha Long Bay-Cat Ba island complex will be recognized by UNESCO as a world natural heritage and that Cat Ba will become an international resort island, and Do Son a national tourist site. By 2030, Hai Phong hopes to become a tourism hub, with Do Son and Cat Ba able to compete with world-famous attractions.

Its tourism sector will be restructured towards sustainable development in Vietnam’s market-oriented economy and international integration. Policies will be adopted to support tourism investment and development.
