Mr. Bercow said that the Commons has decided not to vote on the new Brexit plan because Mr. Johnson is not allowed to request the MPs to vote twice on the same matter. He said that it would be "repetitive and disorderly" to reconsider a matter already debated in Parliament.

Jim Shannon, a member of the Northern Irish Democratic Unionist Party, said his party will not support any amendment to the Brexit deal that puts the United Kingdom in a customs union with the European Union.
